Semi NY breaches occur when work weeks exceed the maximum set by local law which is more than 60 hours per week, including overtime. Additionally, all workers cannot work more than six consecutive days. Unusual or emergency situations are the only time that team members are allowed to work more than 60 hours in a week and/or more than six consecutive days. They must obtain approval from their manager before they take on the additional hours or days. In order to stay at the optimum labor costs we need to not exceed 11% in overtime. Reasons for breaches may be vacation schedules and or inaccurate job schedules. Moreover, schedules are created manually, which provides more room for error. This is an opportunity for the Agency to act in compliance with 5 U.S.C. § 6121(5), and addresses the issue of Operator safety discussed at the most recent Labor Management Meeting. By scheduling the “Relief / Double Operator” for four 10 hour shifts from 7pm to 5am Monday Thru Thursday would reduce by over 50% the amount of time an operator works by himself. This would also ensure that in the event the operator arriving at midnight is unable to arrive either on time or at all due to an unforeseen emergency the relief operator would be able to cover his shift. Other assumptions that we made for the case study were that we could only use the 7.5-hour workday and one line of production. We also assumed that we were limited to the range of 8 to 12 people stated in the problem. Because we are making complex equipment, we assumed that we could not change the order of the operations themselves but that we could have a station do varying combinations of operations. The projections in the Excel spreadsheet also assume that the engineers’ specified times would be accurate once production begins. Regarding the hardware testing operations, the activities are to be performed on three computers concurrently, so we divided the operation times by three to arrive at the true operation times.
Each shift in each day, the productivity hours change according to the personals and seniors. In
