Leadership in the public sector is not something that is cut and dry, it is something that some people see while others swear doesn’t even exist. In the age of globalization where top talent is highly sought after and leadership qualities are something that every firm desires, it would seem that the public sector needs to boast their leaders just to remain competitive and relevant in the modern business world. In the public sector leadership has been theorized to be very beneficial in practice however the implementation of leadership practices is problematic and relatively non-existent. Traditionally political scientists would consider public policy by the processes involved, it is fairly recent that leadership has been considered within the public service. Though private and public sectors facing many of the same challenges, they each face very unique challenges and often strive for different goals. In many public sector organizations the bottom line is of a lot less concern as opposed to the private sector where the majority of decisions are based on profit maximization. There is also far greater restrictions on the funds available for additional employee compensation. When applying leadership theories in the private sector there is a great deal less restrictions when it comes to ways to motivate employees. The public sector is retrained by the funds made available as well as the added pressure of the public’s scrutiny of all spending. In leadership theories such as the path-goal leadership and transactional leadership heavily focus on the reward (and punishment) model. In a private setting expensive trips and generous bonuses are tool that are at the leaders disposal, and often there is still less than perfect outcomes when in comes to employees. In the public sector this type of motivation is greatly restricted and not likely to become a viable option in any future setting. It is essential to the survival of societies, industries, organizations, and virtually any group of individuals that come together for a common purpose. Leaders need to recognize that certain motivators may not always be the best motivators. Considering that some motives may be complex, they are usually a result of some initiative that an individual may have brought about based on their personality or experience. One way to persuade followers or employees is to offer them financial incentives to increase output and profits. However, the consideration of financial incentives should also consider the leaders behavior on the employees which may have influenced the employees to increase output and profits. A transactional leader focuses on tasks and behaviors rather than relationships. Traits and behaviors influence effectiveness of the followers not necessarily the motivating factors associated with the task, such as financial (Derue, 2011). Values of the individual need to be considered when considering which motivators should be used.
Many concerns and objections have been filed in opposition to the Department of Health (which includes Social Services, Fire and Emergency Management, and Human Services) administrator by departments, citizens, and so on. The City Manager has contracted me regarding: unethical practices, unprofessional leadership, poor fire and emergency response time, unethical practices, insufficient customer and patient care, and much more concerning various governmental departments and external stakeholders. In a world of uncertainty an organization focused on solving the issues in communities and cities and creating peace is needed. The Community Relations Service (CRS) is just this. From the outside it may seem that they sweep into town, fight the bad guy and then the town lives happily ever after. Unfortunately, life is not that glamorous and the CRS is not our “knights in shining armor or even Batman”. Instead, they are our mediators, our unbiased opinion. They take their opinions out of the spot light and focus on the matters at hand. Though they do sweep into town, with many not even knowing they are there, their superhero references stop there.
