Southeast Region Tampa General Hospital: Needs Assessment
A needs assessment is the initial step in revising a current curriculum or initiating a new educational program (Keating, 2015). Once a problem is identified, a more targeted needs assessment can be determined (Bass & Chen, 2016). From this needs assessment, identifiable, measurable objectives for developing a curriculum can be initiated (Kern, 2016).
This paper will present the first part of the course project outline for the Southeast region needs assessment. The focus is a large medical/healthcare center in Tampa, Florida known as Tampa General Hospital (TGH). This paper will outline a brief description of the selected region and settings needs assessment. It will present a proposal for an educational program designed for TGH nurses focusing on the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) survey, and will conclude with summary statement.

The Hospital Consumer Assessment of Healthcare Providers (HCAHPS) began in 2006 with a 27 question survey that is distributed to discharged patients. This survey process was originally designed to help patients compare hospitals in their area to be able to make an informed choice for their healthcare needs. In January 2013, five additional questions were added to the survey. Beginning this year, Medicare reimbursement rates to a hospital are tied to the hospital’s patient satisfaction scores. Information obtained for this project included researching hospital scores from the Centers for Medicare & Medicaid Services (CMS) hospital consumer assessment of healthcare providers and systems (HCAHPS), The Leapfrog Group, American Hospital Directory, an interview with the Vice President/Chief Nursing Officer (VP/CNO) of the facility, a letter from the President/Chief Administrative Officer (CAO) of the facility, Covenant Health websites, Medicare website, the Joint Commission website, national practice standards, as well as personal knowledge gained while working in the facility.
The HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems) survey is the first national, standardized, publicly reported review of patients ' perspectives of hospital care. While many hospitals have collected information on patient satisfaction for their own internal use, until HCAHPS there was no national standard for collecting and publicly reporting information about patient experience of care that allowed valid comparisons to be made across hospitals locally, regionally and nationally.

There are three acute care hospitals in Bay County area: Gulf Coast Regional Medical Center, Bay Medical Center Sacred Heart Health System and Sacred Heart Hospital on the Emerald Coast. An organization such as the Oregon Association of Hospitals and Health Systems (OAHHS) is established to help Oregon hospitals understand how to best serve their unique communities, while continuing to reach state-wide goals. OAHHS currently has a primary goal of helping Oregon hospitals to reach the Triple Aim determined by healthcare reform: improving the quality of patient care and population health, while reducing the per capita costs. This type of organization completes ongoing analyses of their business, on a regular basis to ensure that they are communicating the most up-to-date information to the hospitals of their state.
