BPG (bisphosphoglycerate mutase) enzyme is found in placenta and red blood cells (RBCs). It converts 1,3-bisphoshpglycerate to 2,3-bis phosphoglycerate. The formation of 2,3-BPG is inefficient. It is basically required to shift the equilibrium of hemoglobin towards the deoxy state.
