Government’s goal in establishing private market for pollution allowances.
Concept Introduction:
Pollution allowances - To save the environment from harmful emissions, the government sets a cap across industries beyond which they cannot release pollutants affecting the atmosphere. If the cap limit is exceeded companies have to pay penalties. Companies are allowed to emit set amounts which is split into allowances, each permitting a company to emit one ton of emission. Companies that cut their pollution faster can sell allowances to companies that pollute more. This is known as pollution allowances wherein firms trade amongst themselves by cutting down their emission of pollutants and selling off allowances to other companies.
