A roulette wheel contains $18$ red slots, $18$ black slots and two green slots.

The numbers $00\text{ to 18}$ represent red, which are $19$ numbers, i.e.

  $(00,01,02,03,04,05,06,07,08,09,10,11,12,13,14,15,16,17,18)$ .

The numbers $19\text{ to 37}$ represents black, which are $19$ numbers, i.e.

  $(19,20,21,22,23,24,25,26,27,28,29,30,31,32,33,34,35,36,37)$ .

The numbers $38\text{ to 40}$ represent green, which are three numbers $(38,39,40)$ .

We then note that we have one number too much for each color and that is the wrong part in the stimulation in this scenario.

Explanation of Solution

By looking at this part, we can say that,

It is not appropriate that numbers that already appeared were skipped because then the likeliness of selecting a left handed person will no longer be $10\%$ .

For example, if the first person selected was $09$ , then this person was left handed. If we would skip this number, then the number $00\text{ to 08}$ leads to left handed people while the numbers $10\text{ to 99}$ leads to right handed people, which then means that we have $9$ chances out of $99$ of selecting a left handed person which is no longer be $10\%$ .
