Introduction:
The more mass there is far from the axis, the greater is the moment of inertia. If torque is fixed, the greater the moment of inertia, the less is the angular acceleration.
The wheel with mass mostly at the hub has the least moment of inertia and the greatest angular acceleration. The wheel with mass mostly near the rim has the greatest moment of inertia and the least angular acceleration.
