Before the Puerto Rico Reconstruction Administration (PRRA) and the Puerto Rico
Emergency Relief Administration (PRERA) got implemented, Puerto Rico was going
through social and economic issues. Some issues include: the hurricane that hit the island
and the United States going through the Great Depression. The economy was also
changing to a sugar focused market.

Firstly, Luis Muñoz Marin was a populist, talking to locals and asking them what they
needed. Then, after understanding the workers' struggles, he used his connections in

The Partido Popular Democrático (PPD) was a party founded by Luis Muñoz Marin who
aimed for social justice, agrarian, and economic reform. Unlike the other parties, the PPD

independence would be obtained through collaboration and with the political and
economic support of the United States.” (The PPD and Social Reform, p180)

program sought to dimmish the high unemployment rates, end the land monopoly
