A car entering either end of the tunnel causes red lights above the tunnel entrances to be turned on. As the car exits he tunnel, the lights are turned off. If an approaching car finds a red light on, it waits until the light is turned off before entering the tunnel.

Design a finite state machine based system that emulates the operation of a set of pedestrian crossing lights. There should be two sets of lights, one set for traffic and one set for pedestrians. The light for traffic should normally be green. When a pedestrian pushes the crossing button, the lights should change to allow them to cross the road. If there is no desired floor currently input, the elevator will remain idle until a floor is selected. Assume the elevator initial starts at level 1. The elevator cannot go below floor 1 or above floor 20. For any multibit inputs, outputs, or variables, state how many bits are needed.
