When the given two numbers are adding then, the result is,

  $23.68+4.12=27.80$

Here, after addition same amount of decimal place is get. So, the significant figure is 4.

When these two numbers are multiplied with others, then the resulted number is,

  $23.68\times 4.12=97.5616$

Here, $4.12$ has the least significant figure of 3, so the answer would be round up to $97.6$ , to retain the significant figure.
