The ability due to which the solute to dissolve in a solvent is known as solubility. The solubility depends on the interactions between solute and solvent particles.

The HCl molecule is polar. It has a dipole moment. The water molecule is polar too. So, it also has a dipole moment.

Like dissolves like. So, a polar molecule will get dissolved in a polar solvent.

The interactions between HCl and water molecules will be dipole-dipole interaction. It is a strong interaction.

So, the HCl gas will dissolve in water.
