This is mostly ethical since the goats are being anesthetized before being shot, implying that they feel no pain. Additionally, this si the only way for military doctors to learn how to treat wounds. The benefits far outweigh the costs.

This seems just as unethical, if not more, than using animals in medical research because there is no reason to kill the dogs and cats.
