These two conditions are important to avoid variability issue and to satisfy normal approximation.

Explanation of Solution

There are two conditions which should be satisfied while studying inference about the population proportion. The population should be much larger than the sample size. If population size is not much larger than sample size then the variability strongly depends on the population size. The second condition is that the sample size large enough. We know, if sample size is large then sample proportion is approximately normal.
