The activation of apical meristem to make the flower is governed by the meristem sensitivity and the production of florigen. The meristem of the day neutral plant is highly sensitive to light and when in favorable condition (in a good amount of light for a particular duration), the meristem is activated soon and this is the result why the grafted plant flowers before the non grafted one.
