The covalent bond between a hydrogen and an electronegative element is considerably polar because the electronegative atom attracts the bonding electron towards itself. The partial positive charge on hydrogen attracts the partial negative charge of a second electronegative atom forming what is called hydrogen bonding. In hydrogen bonding, dotted lines represent a force of attraction between two dipoles not a permanent bond between hydrogen of one molecule with oxygen of different molecule.
