Since, Mark is lifting the block straight up, there is no neoconservative force acting on the block. When David slides the block up to the truck on the rollers which is mass less and frictionless, there is no non-conservative force acting on the block.

The changes in kinetic energy of both the cases are negligible. Thus, the total work done by Mark and David will be the change in gravitational potential energy of the block. Since, both of them lift the cement block to a same vertical distance, the gravitational potential energy potential energy in both the cases will be the same.
